Title III, ELL (English Language Learner)
The Language Instruction for Limited English Proficient and Immigrant Students program assists school districts in teaching English to limited English proficient students and in helping these students meet the same challenging state standards required of all students.
The No Child Left Behind Act requires:
- Teachers be certified as English language proficient. School districts are to certify that all teachers in a language instruction education program for limited English proficient students are fluent in English and any other language used by the program, including written and oral communication skills.
- Requires curricula be demonstrated to be effective. Language instruction curricula used to teach limited English proficient children are to be tied to scientifically based research and demonstrated to be effective.
- Establishment of annual achievement objectives for limited English proficient students. Standards and benchmarks are established for raising the level of English proficiency and meeting challenging state standards for limited English proficient students.
In order to receive Title III funds, a system must have identified enough ELL students to receive an allocation of $10,000.00 from the state. If the system’s allocation is less than $10,000.00, they must form a consortium with other systems to equal the minimum of $10,000.00. The Henry County School System formed a consortium with other systems in order to receive Title III funds.
