Title IV
There was no federal funding for Title IV, Part A. for the 2009-2010 or 2010-2011 School Years.
Title IV – Part A is designed to fund drug and violence prevention. A student who is a victim of a crime or attends a public school designated by the state as unsafe may choose to transfer to a safe public school.
Authorized activities include developmentally appropriate drug and violence prevention, parent and community involvement, information dissemination, law enforcement and security activities and youth suicide warning training. In addition, funds may be used to expand mental health services, conflict resolution and peer mediation, alternative education for violent or drug abusing students, and employee background checks. Counseling, mentoring, referral services and programs regarding truancy, suspensions and expulsions are acceptable expenses.
One area that has impacted all students locally is our character education program Character Counts. Our county also has the benefit of a hotline which is provided by Title V. Random drug testing for students participating in extra-curricular activities was implemented for the 2006-2007 school year. Programs are available for emergency intervention services following traumatic events.
All Title IV funds are allocated based on a 60/40 formula. Sixty percent (60%) is based on the relative share of Title I funding and the remaining forty percent (40%) is on a per capita basis. Title IV has a 20% cap on security related expenditures and a 2% cap on administrative expenses.
Objectives of the Henry County System’s Safe and Drug Free Program
1. To build a community partnership for safe and drug free schools and environment.
2. To provide programs that will help decrease the use of tobacco, alcohol, drugs and mind-altering substances.
3. To provide training opportunities for personnel working with safe and drug free schools program.
4. To provide a hotline for students to call in to report violence or drug abuse.
