Individual Learning Plan (ILP) and Process for English Learner (EL) Students

An Individual Learning Plan (ILP) is a personalized document designed to support the academic growth and language development of an English Learner (EL). The ILP outlines the student’s current academic and language proficiency levels, identifies specific areas of need, and sets clear, measurable goals to help the student succeed in both language acquisition and content learning.

Purpose of the ILP

The ILP ensures that each EL student receives targeted support tailored to their individual needs. It serves as a roadmap for:

  • Academic progress – helping the student access grade-level curriculum.

  • Language development – strengthening listening, speaking, reading, and writing skills in English.

  • Support and services – ensuring appropriate instructional strategies, accommodations, and resources are provided.

Who Creates the ILP?

The ILP is developed by the English as a Second Language (ESL) teacher in collaboration with:

  • Classroom/content area teachers

  • School leaders/administrators

  • School counselors or support staff

  • Parents or guardians

  • The student (when age-appropriate)

Ongoing Process

The ILP is not a one-time document but a living plan that evolves with the student’s progress.
